P&E has a dollar sign next to the agency name which means verified sales, while the QueryTracker page contains one user comment that vaguely insinuates there was some kind of scandal, but I can't find any details about this supposed scandal.

That's an odd comment. Its actual words are "has a black mark" but no information is given at all. I've never heard anything negative about her. I've asked the commenter to explain.
Ever hear back, ICE? The only complaint I find is re: non-response to an emailed partial (in a comment to a post on MS from 2006).

Nope.
If someone doesn't give specifics on a complaint, I tend to write it off as drive-by malice.

Lots of agents have that! All it takes is a problem with the spam filter, and the agent might be thinking the author never sent it to begin with.

I got a reply from Laura Gross's agency two weeks after I submitted, from Amaryah Orenstein, one of her agents. Her reply said 'thank you for submitting (my manuscript) - I can't take on any new projects right now.'

Queried her on 9/30. Next day request for a partial… nothing since. It’s okay, they still carry cigarettes at the corner store.
I queried in February and got an email request for an outline and the first 4 chapters a month later. I like nibbles, but I query nearly every week. If I don't hear back, that won't stop me from moving on.

The author I ghostwrite for sent a query via the online form 7/29/11 and got a form rejection on 9/22.
Queried today via the submission form. I'll let you know. Unless I get a quickie response, it seems 6 weeks is the norm with most agents these days.
