I'm fixing to send a short story, but I'm not sure what the publisher wants. The submission guideline is asking for this: Please query with a synopsis and the short work.

Okay, are they wanting just a synopsis or a query and a synopsis? Thank you! :)

Reads like they want a query, synopsis and the full manuscript.

Is this for Drollerie Press?
My take would be that they want a synopsis + your short story. I would understand the word query to mean a typical "cover letter".
