If I can dredge up my own thread to answer my own question, The Oxford Book of Humorous Prose seems to fit both of these criteria, at least regarding English language humor.
There's another thread in this forum, "Books on Humor Writing", started by Serena Casey -- a whole bunch of us chimed in on a similar topic, you might find something useful there.
