I think the best bet would be for you to ask questions that some of us here can try to answer. I'm not sure how else to tackle "how to start a magazine" here in one fell swoop.

start with a domain name, an idea of the layout - perhaps get a web designer, & like some of your responses - let us know what sort of zine so we might answer better. good luck!
