I don't know what the kbps actually is/are. But I do know that they have something to do with the computer's speed. When computer accelerator reads 28.8 kbps I only think of going WIFI occasionally. (it's not really possible)

My sister has her computer set on fast and the kbps on it has crept down to 14.4 over the last few days. We are in the same house. Mine is set on fastest and was holding steady at 28.8 until tonight when it dropped to 14.4 kbps.

At first we thought this was a problem with her modem, but now that my computer has dropped I think it might be something else.

I appreciate any ideas or thoughts?

It has to do with your internet speed, not you're computer speed. (They're different things.)

Both 14.4 and 28.8 kbps are hideously slow...

A kilobit (kb) is a unit of measurement for how large a file is, and kilobits per second (kbps) measures how fast information is sent over your internet connection. An important thing to note is that a kilobit (kb) is different from a kilobyte (kB). Most files are measured in kilobytes or megabytes (MB) rather than the -bits version. 28.8 kbps is equal to 3.6 kBps. An average short story is probably less than 100 kB, while an average novel may be a few hundred kB.

You'll have to contact your internet service provider (ISP). Your computer itself is probably not the problem.

Your ISP may be slowing down your speed because you are nearing your allotted data plan. Even if you have unlimited, some plans allow for the ISP to slow the speed, especially if the system is overloaded...
