Asking for blurbs: Timing

At what point in the publishing process do authors and publishers typically begin soliciting blurbs? Right after editing is wrapped up? Before the book is 100 percent finished? Self-pubbers, when did you approach potential blurbers?

I know all things will vary - just wondering about some general info.

I'm doing an internship with an author who has published lots in nonfiction and is currently querying her first fiction novel. We're already seeking blurbs from some respected writers in her genre (some of them friends-of-friends or otherwise connected so it isn't coming out of the blue, and using her previous publications as a foundation) to put on her website.

So anytime after the book is finished (since you need a completed manuscript to show your blurb-ers) seems a good time to start on your own. I'm not sure when it happens with large publishers.
