Thought I'd let you know, in case anyone is willing! (And mods, please feel free to move to the Leads forum if necessary!)
The publisher in question is Hansib Publications, a British-based publisher that specialises in non-fiction books about the Caribbean.
I spoke to the publisher the other day about a biography of Janet Jagan, a very important political figure in Guyana, and he was interested, but said that what he really wants is for someone to write a biography about Forbes Burnham.
I won't do that. My family would disown me, and I loathe the man. He was corrupt right up to his little toe-nails; he slimed his way into the country's leadership and then rigged elections for many years. Really evil. I don't think any Guyanese writer would want to write his biography; he's really hated. But I think for someone without previous knowledge he might be an interesting subject -- it's really a fascinating story; he was a puppet of Britain and the USA and placed in power for strategic reasons.

The advance, if anything, won't be high but you would get royalties; as it would be the only biography of him it would have a niche readership, and would also be used in UIniversitoes for Caribbean studies. And would give you writing credits.
