I haven't been able to find the answer to this after a few google searchs.

What was the format of letters between middle class individuals in England circa 1890? Not a love letter. More like an informal business letter. And would it make any difference if such a letter were between a man and a woman (again--NO ROMANCE)?

The most helpful website I have found for this sort of thing is Victorian Web.

They have lots of useful information (some areas more comprehensive than others), and specifically they have a wonderful cache of Victorian letters that you can view. I've posted the link to the "Letters From the Past" page here.
