If a publisher accepts unsolicited manuscripts on an exclusive basis only, does this preclude me from submitting to agents at the same time or only to other publishers? Anyone know?

Exclusive is exclusive.
If you sub to agents, and one takes it on, they're going to sub to publishers, which will mean that the original publisher no longer has it exclusively.
