So I'm writing an original screenplay based loosely on this guy I used to know that was quite a character, and I'm getting a lot of insight about him and his "zany antics" from a friend of mine who spent alot more time with him than I did. Well alot of these antics are going to end up in my script, in fact, they will anchor the comedic aspect of it. My question is, at what point am I obligated to share story credit with my friend even though I will be writing the screenplay by myself? He's not a screenwriter (nor does he aspire to be), but I want the guy to get credit if it's owed to him.

I would worry more about what you feel is right versus what you are obligated to do.
It's up to you, but if your friend is actually giving you scenes or big chunks of info that directly turns to scenes, then I would be grateful and give him a "based on a story by (shared credit)" and/or some percentage if sold.
It all depends on the amount of info given and how grateful you are for it.
Whatever you decide, make sure both of you know and agree to terms up front. He may already be expecting something.
Technically, I believe that if 25% of the material used in the script is by someone other than you, then you should give a co-writer credit. Check the WGA website for the info.
One more thing, make sure the subject of your comedy remains unmistakably anonymous, otherwise you could have legal problems.

on the other hand....
some people are just flattered to be mocked or have their story told or having their name used. when someone tells me something that's humorous or just knocks my socks off or they have an unusual name i always ask them, "can I have that story?" or "can i use your name? it's so interesting and perfect for this part." the love it!!! whether i'm ready to use it or not matters not. i bank it for later b/c it just might come up.
i even went so far to ask Hillary and Bill Clinton if i could use their (unborn) grandson as my future president - the story takes place 60 years from now. they loved the idea and even know that he will be killed on page 2.... oh well!
