Leap Year Birthday

This is something that has me puzzled. If someone is born on the 29th of February, a "Leap Year", when do they celebrate a birthday in non-leap years?

A person I know who was born on leap day celebrates on March 1st unless there is a Feb 29 in the current year.

A person I know who was born on leap day celebrates on March 1st unless there is a Feb 29 in the current year.
My cousin is a leap year baby and always celebrates his birthday on Feb 28 when it's not a leap year. I guess it's just up to the individual.

My cousin Danielle's birthday is on Feb 29th. She just celebrates it on March 1st.

Celebrate a birthday every four years, carry your birth certificate in your wallet, and force restraunts and amusement parks to give you the kids' price because even if you've lived 32 years, you're only 8.

I guess they celebrate it whenever they want.

I heard the Queen of England celebrated in summer even though her birthday wasn't in summer because the whether was nicer.

So anyone can do that really.

I had a teacher whose son's birthday was on leap day. He promised him to help him buy a car on his 16th birthday, which would be when he was 64!

The plot of Pirates of Penzance, the Gilbert and Sullivan operetta, involves an apprentice pirate who has to remain an apprentice pretty much all his life because he was born on a leap year (I can't remember how he gets out of it).
