I wonder if the guy who did this was actually a high government official of some banana republic, who normally offers ordinary citizens hundreds of thousands of dollars if they'll help him get some money out of the country.

Wasn’t it Danielle Steele, who on the publication of her first novel, ferreted out the bookstore(s) that the Times used to compile their best seller list, and went and purchased all the available copies?

The store(s) reordered. Ms. Steele bought those. Another reorder and those, too, flew off the shelves.

Or, is that just urban myth?
