Keeping plot moving,

Is there a difference between keeping the plot moving, and making the plot move quickly? In stories I've read in Manga, the plot itself was slow.

But it had a continuous turtle pace throughout the work. There was never a moment when it just stopped. But you wouldn't read it looking for an a holly wood action movie.

The plot should always be moving. You want to keep the person entertained so they continue reading.

If I am understanding the question correctly I would say that there is a very large difference. The speed of the plot if often determined by the pacing of the story. For some types of story it makes sense if the plot moves slower than other types of stories. Some depend a lot on the characters and therefore more time and story needs to be dedicated to character development. Some stories not so much so.

While a plot can always move forward the speed at which it unravel is dictated by the author and the pacing of the story.
