So, just so I understand this correctly, small presses can work with distibutors who will also handle the sales rep side of things for an additional cost?

I don't think so. In my experience, with this sort of thing the sales rep side has always been handled by a big publishing company. So your small press will ring up, say, Penguin, and say how about your sales reps also sell our books - let's do a deal? I don't know of any independent sales teams out there or specialist distribution companies who would handle that side of things. The distribution side of things is more about the logistics of moving books around the world.

There are independent sales services in the UK, but I'm not sure about in the USA. So not all independent publishers need to find a big publisher to work with--they can hire them; but most distributors and sales services are very picky about which publishers they work with.
