or

I am a neurotic.

If both of them are right, what is the difference between the two sentences?

They're both right. In the first sentence, you're using the adjective to describe someone as "neurotic". In the second sentence, you're using the noun to call someone a "neurotic".

They are both correct but I would rather be described as having a problem than being one, ex:
--She has diabetes -- the person has a condition
--She is a diabetic -- it's okay if used by a medical professional or in a medical context but the person would rather be more than the sum of her diseases
