Seeking for a Science Fiction film...

It's about a kid who lives in a trash world/place/land and has to get the last functioning light bulb on Earth that warms water. I haven't seen the film, just read the sipnosis on Wikipedia and I thought it was interesting. I thought it was Urchin but it wasn't. It could be French
