Changed board name

This board, formerly the Bewares Board, has been renamed and redescribed due to suggestions by reph, Betty, and others. Hope it didn't confuse anyone.

Reph's idea for a separate topic for background checking was good, but changing the topic name for this was not. So, where will the Bewares be posted?
