Congratulations on your progress toward the youth pastor position. I live in a suburb of Richmond (Bon Air, in Chesterfield County); I've been here for more than 30 years. My daughter was the youth minister at a church in Chesterfield County for several years. I was involved with youth ministry for almost 20 years as a catechist and adult advisor.
Yes, the crime rate is high in the city of Richmond, but most of it is due to drugs. Being on I-95 between New York City and Florida (and only 100 miles from Washington DC) puts it in an 'ideal' place for drug trafficking. On the other hand, there is a lot of spirituality around Richmond. There are a lot of churches (all denominations), and they are well-attended.
This area is great for raising kids. It's less than two hours to Washington, to the beach, or to the mountains, and an hour to Williamsburg and Jamestown. The history in this region is fascinating (from early settlers through the Civil War). In addition to King's Dominion (1/2 hour north) you also have Busch Gardens near Williamsburg (both have water parks associated with them).
The suburbs in Chesterfield County, Henrico County, Hanover County (where Mechanicsville is), Goochland County, Powhatan County (to name the closest ones) are all good safe places to live. Within a 30-to-40 minute commute to the city, you can find excellent subdivisions, small-city living, and rural (read: multi-acre working farms) places to live.
