Of course, that's for novel length manuscripts, not short stories. My local writers guild has annual contests, and usually one of the categories is juvenile. I assume they mean 'for children', not just a page of fart jokes.
But you might look into any large writing groups in your area. At least it's some cash, if not a great credit. And check out the SCBWI.
