Where do I go on AW's Forums to ask for help with editing my ms? Or do I have to go to an outside agency?

I know that AW has an editing svc, but they are not accepting any submissions at this time.

You can start by submitting your work to the SYW forums.

If you ever decide to go with an outside editor, make sure you get some samples of earlier work, have a chat with previous clients and make sure your work fits their interests. Freelance editors tend to be expensive, so I would recommend learning about editing yourself -- Nancy Kress and Mur Lafferty have quite a bit to say about editing and you might learn from it.
