What's the rule about using quotes said by someone [famous] or another? I think it was in "Beloved" by Toni Morrison (might be wrong about the author) that I recall a line from the Bible ( think it was the Bible).

Some books have a quote at the beginning or before a chapter.

Do I need to obtain special permission (like in the case of excerpts from another book or lyrics of a song)? Or can I just go ahead and use it:

"Civilization had too many rules for me, so I did my best to rewrite them."

I never had to do nothin' and neither did my publisher. If something needed to be done my publisher would have caught it and done it...

If the qoute is in another language, I think you need to put what book translation did you used (Like Anne Rice did in Blood Canticle, for example)

Yep. This is something the publisher will look after...if there is still a copyright on the material. Sometimes there is not.

That would be called an epigraph.

I recently received permission for an epigraph for my own unpublished novel...I knew it would be taken care of by the publisher if it ever got picked up, but it was such an integral part of the novel to me that I wanted to make sure it was included. So I contacted Leonard Cohen's management and they replied saying that Cohen would be delighted to allow me to use his line as an epigraph. But I'm pretty sure that if you do something like this you don't even need permission, you just have to attribute it. But others will know for sure...
