That's good... most contests I've seen (the scams) charge an entry fee.
So they want songs specifically written for the contest/their website/promotions.
Hmm, perghaps a clever, under-the-radar spammer might win...
that last line mean they have all the RIGHTS to all entries? I suppose that might be okay since they want something specifically for them, OTOH if I thought I had something "good enough" I'd be tempted NOT to submit it.

You've got it backward. THIS is the SCAM. They've obiously got a contract to provide a Song or Jingle and have simply figured out a way to have someone else, (you), do all the work, (AT YOUR EXPENSE) while they rake in all the profit.
The Contests that you write off as SCAMS like the "John Lennon", "The Billboard", "The Country Music Song Festival", The Great American Song Festival", The Interational Song Contest" and others that cost $30 an entry are designed to evaluate SONGS not performance and they do give reasonable prizes, (and. more importantly, Industry exposure and recognition) for at least a few.
Just because you have to pay more than you want to to enter does not make them SCAMS, and although they are designed to make money for the Contests, The amount of Profit after paying judges and prizes is far less than one might assume.
I've been entering such for over 25 years and have no regrets having won 7 HMs over-all in the last decade and a 2d prize Country in the Billboard Song Contest in 2003, as well over 15 HMs or better for Lyrics in various Contests in the early 80s.
It hasn't gotten me any Publishing Contracts, but there are many, who possess more performance skills than I do, who have used them as stepping stones to success.
Just remember that nothing ever comes free.
