I need to find a complete description of a 17th century diamond mill and have had no success so far on the Internet and in the limited libraries here in Polk County, FL.

Can anyone help?

Do you already have this picture? The caption is 3D reconstruction of the type of diamond polishing mill used in the seventeenth century.

The picture is from a talk (http://www.gem-a.com/membership/pastConferences.htm) given by Dr. Jack Ogden ("Recent research on the historical development of diamond cutting") at a gem conference. I suggest emailing him for help--don't know if this is current, but try jack @ striptwist.com (without the spaces).
