I'm just starting to think about sending some of my stories into magazines and journals and was wondering if a magazine says it accepts both regular mail and email submissions, does it make a difference which I use. I am worried email submissions don't get the same attention that mail submissions get. Am I wrong? Any advice would be helpful.

It depends on the publication and editor. It is equally possible that if they accept both the e-mail will get preferences over the postal submissions, or that both will get equal treatment, or that both will be equally neglected.
If they say they accept both but prefer one over the other, definitely submit by their preference if you can. Otherwise, it is just a matter of getting to know the publication and the editor.

Email tends to get faster response.
Snail mail gets lost just as easily.
Make sure you use a good email address (no "yo_mama@dingdong.com") and clear subject line like: "QUERY: SOMETHING SOMETHING (short story)" to distinguish yourself from junk mail.

Most magazines have a definite preference, and not all that many accept both e-mail and snail mail submissions.
I've sold many things both ways. Personally, I think snail mail is the better way to go when possible because it gives the editor something tangible to hold, read, and edit. But you go with what the magazine prefers.

If the don't state a preference I look at which method is described first in the guidelines.

Snail mail also gives you an opportunity to make a solid, professional first impression. Stationary of the proper texture, wt. and color, etc... Given an option, I prefer FedEx.

I use snail-mail wherever I'm given a choice, unless the guidelines say they prefer email. Also, if the guidelines specify they will accept both sorts of submission without preference and the publication is electronic, email is likely prefered anyway. (I say this from experience editing an online magazine.)
