When trying to obtain an agent should I mention that I got a personal note from an editor that said for me to take solace in the fact that I was being seriously considered?

Yep, I agree with Siddow. It may be tempting to mention that near-miss, but let the work stand on its own. If it was being seriously considered by an editor, chances are that agents will find things to like about it, too. Good luck!
