Not really, most people I've heard described as ruggedly handsome seemed more like a euphemism for ugly.
Probably something like this:

discribing rugged lookers
He dragged his ragged body from the salt, cringing as each tortured muscle rippled under the strain. Naked and exhausted, he collapsed beside her.
"Damn!" she muttered as she wrapped her arms around his Atlas frame.
Her heart shuttered. Her eyes drank in his beauty. Her minds washed away all other thoughts except her passion for him.

I think of ruggedly handsome as someone with skin that is clear but is slightly weathered, as if they have spent time outdoors in the wind. It isn't 'pretty boy' smooth. They are slightly tanned, again from the weathering. The features are symmetrical and the jawline, cheekbones and brows are prominent in the way that gets called 'chiselled'. The man's overall build and physique is strong and fit without being too muscley. Pierce Brosnan comes to mind immediately to me when someone says 'ruggedly handsome'.

usually a square muscular when tensed jaw, 5 o'clock shadow, a bit weathered on the skin (tanned). Deep set eyes.

I'd describe my antagonist as ruggedly handsome. My husband insists the guy is a cross between Nick Nolte and Denis Leary. When I think of that...I think ruggedly handsome. Rugged at least. 
I don't think there's any point in describing a character as 'ruggedly handsome' anyway. Let's face it, it's telling rather than showing and one person's idea of handsome is another person's idea of repulsive.
If you have to describe them, describe the features directly but don't tell the reader they're good looking; the reader can make up his own mind.

Unless it's 1st person. The narrator might find him hot as Hell, and I don't think it would pull away from the story for the thought to run through the narrator's mind.

Chiseled is good. Maybe a bit sun-weathered. A small scar or two never hurt.
