I've seen the same "dialect" I suppose you could say on pictures of dogs too. I always thought it was meant to say they had cutesy baby language of sorts, but I guess I could have been wrong.

the captions, like the pictures, are meant to be cute. They do this by purposefully spelling things wrong with incorrect grammar. It's a different dialect of leet speak

Cats have excellent grammar and speaking skills. They simply choose not to use them.
My cat has trouble speaking cat, let alone human... she says meuk.

Utterly untrue. Leave the food bowl empty some morning, and see how quick the verbal skills emerge. (I know, from first-hand experience).
