Anyone using "The Thomas Nelson Guide to Writing a Winning Book Proposal"

and in the annexes there is an article called "The Thomas Nelson Guide to Writing a Winning Book Proposal" (http://www.thomasnelson.com/consumer/Downloads/WritingABookProposal.pdf)

Right away I really liked this proposal format because it's very structured and it seems you can just fill in the information one item at a time instead of trying to write pages and pages of text. It seems really succinct. It just made total sense to me.

I started thinking about it and I had a suspicion that the author had an engineering background. Searching his name on amazon shows he has written several books on Y2k computer topics. I mention this because I'm an engineer and I think that's why I like this proposal format so well. But I'm curious if publishers and agents like it? I searched here but didn't find much if anything.
