I just got a request from ICM for a synopsis and sample chapter. Can I send them the proposal I have ready? It contains a sample chapter.

A proposal tells a lot more than a synopsis. In addition to providing a synopsis, it should also cover how you think it fits the market and stuff like that. I'd strip the proposal of anything that shouldn't be in a synopsis/sample combo and put it in a cover letter.
