When submitting to small presses:

If an editor's name can't be found, can the letter be addressed "Dear Editor"?

When I can't find the editor's name, I call the pub and say, "Hi. I'm submitting a piece and want to make sure it reaches the right person. Can you please tell me the name of..."

Works every time. Good luck.

I don't think "Dear Editor" would set well with an editor...even if they do send rejections that begin "Dear Author!"

I'd make that phone call. "Dear Editor" tells the editor you didn't care enough to do an easy bit of research, which is probably not the kind of first impression you want to make.

You can always email, if the company has a website, and ask. I know with the company I work for, we have a general submissions email address, and if you're submitting through that email, you should just address it to Editor. Someone goes through those submission and sends them to the editors based on genre preference, so you have no way of knowing which editor will actually get it anyway.
