If an agent asks for a cover letter and short synopsis, what should be included in the cover letter? I mean, is it like a query letter, or does it only serve to introduce yourself?

I used a cover letter when I was sending a requested partial or full- I also sent the original query letter. If you have not queried the agent and this is the first communication I would make the cover letter more like a query.
