The Manuscript Assessment and Appraisal for fiction and non-fiction pieces will send back an annotated copy of your manuscript along with a 10-15 page report. The How to Submit service is recommended for people who are ready to submit their work to an agent or publisher, and for those who want to ensure flow in writing and solid structure. I'm not sure if this includes international writers but the Irish Writers' Centre is a well respected organisation (http://www.writerscentre.ie) over here and this sounds like a really great service, though it doesn't mention anything about fees, if any.
Just thought I'd post it in case there are any other Irish writers on here... I may have to try this out myself!
