Possibly, but if you are coming at this as a complete novice, then I suggest you have a look at her picture books for yourself. Analyse them - plot and characters - see what makes them work. If you are talking about writing picture books, then you need to know that it's an extremely difficult skill to master.
Have you done any writing before? Why not try writing some short stories for your daughter and see how they go down? I do think that it's far too early for you to be thinking about publishers - try writing first and see how it goes. In my experience, children respond eagerly to anything that's been specially written for them - why not try writing a series of picture book stories (under 1000 words) starring your daughter? You could get her to draw pictures to illustrate them! (I know, I know, but she'd probably find it lots of fun and you might be surprised at how she reacts to certain elements and not others).
Write first. Write lots. Publishers are not actively seeking picture book texts from new writers - they are swamped as it is. If you find you really enjoy writing for children, try reading up on picture book formats. There's a useful site here:
