Can you clarify what you mean by "scores better"?
RIC Publications appears to only do workbooks and textbooks, and they seem to require that their writers -- who work on assigned jobs -- be teachers.

Harcourt, on the other hand, is a huge company with a very large catalog -- and according to their
Submission Guidelines, they don't accept unsolicited queries. They prefer you to have an agent submit your work.
These are two very different types of publishing houses with very different needs. I'd recommend reviewing the guidelines for both, and seeing which one (if either) fits your manuscript best.
