There was Twilight Publishing (dead) and Kirkham (deceased).

Can anyone name a UK-based epublisher that is still with us?

What (in this context) do you mean by "epublisher"? I'm uncertain whether you want to know about electronic submission or POD vendors or vanity or ebook.
