Titles and Capitalization

I've gotten mixed answers from this question but I know when you use a title along with with one's name (i.e. Lieutenant Harusho), the title is capitalized.

But if the title is used alone in reference to the character (i.e. She informed the Lieutenant of his responsibilities) is it still capitalized?
