Another word for "Couldn't"

Hello, I'm doing some re-writes and chopping of my manuscript and I need another word for "couldn't." I've used the word twice in the same paragraph (for the repetition effect), but I've used it a third time too many.

I've brainstormed all of the obvious choices, but they didn't seem to work. :flag:

Have you considered re-writing the sentence altogether to avoid the necessity of the word?
