The Information Commons, located in the Lower Level of the University Center, has the best location in town

My gut says that it depends on what the Information Commons is, and on whether the Lower Level of the University Center is indoors or out.

If the Information Commons is a booth, kiosk, table, stand, desk, etc. enclosed within a building, or a part of the building like a small 'store' or office, I'd go with in.

I'd go with on if it is a freestanding booth, room, etc., accessible only from outdoors, even if it's an indoor experience once you're there.

It's indoors, and is the fancy name our university is giving the combination computer lab/library.

Should Lower Level even be capitalized..?

I'd say it's IN, in that case. Not sure about Lower Level vs lower level, but my gut tells me lower level.

Or I have gas.

My guess would be "on" since there seems to be only one dimension implied by lower level (the floor) rather than an enclosure "in" which one could be. You could be in such and such room, or on the wall or floor of such and such room.

I don't see any reason why lower level would be capitalized....unless it's a formal name of that floor, which still doesn't seem appropriate...

On the lower level. Same thing as saying "On the fourth floor." Something is on a floor, or on a level, but it's in a basement, or in an attic, or in a penthouse.

"Lower Level" should only have caps if it's a proper name. If it isn't, then you treat it just as you would "basement."

On the lower level in the main building. I also wouldn't capitalize it unless you're using it as a proper name: "The sign reads: Lower Level."

That's my verdict.

No, it's a usage question, not something preferential or regional. People may use it one way or another in different regions, but people screw up all over the place. It's ON level, just as it's ON floor because a level is a floor.
