Using CUT TO

Is this still being used? Ive read books that say its old-fashioned but I see it in fairly recent scripts. My understanding was to use it between sequences.

It can be used and no one is going to say you're a fool. But most often than not now, they're not needed. When you have a scene change, it's understood that it's a CUT TO unless stated otherwise.

only needed in very complex scripts - like time travel or something. otherwise, it clutters up the page - not a good thing

Good rule to follow when it comes to any secondary script element, like transitions, parentheticals, superimposes, cont..., etc.

If it's absolutely needed to make things clearer (that otherwise wouldn't be) or needed to tell your story more effectively, then use it. Otherwise-- don't.

Cut to's are implied and generally are not used anymore (except for shooting scripts, which may be what you're reading). It can easily pad your script by an extra 3-4 pages that would be better used for content.
