The NEA website has a fellowship program available. In even years for fiction and non-fiction.

If you apply and qualify (see the site for details) you could receive $20,000 if your work is selected (in 2006 there were 50 awards).
At the very least click on the even number years to see samples of previous authors.
Hopefully, some of the AW fiction/non-fiction family can put his to good use next year.
Update: Wait a minute.....It looks like the guidelines for 2008 will be posted on Jan 1, 2007 for fiction/non-fiction. http://www.arts.gov/grants/apply/Lit06/index.html
