Does any one agent send different versions of form rejection letters?

The rejection letters that I have received have bassically all said the same thing (so far I have only been rejected by agents to whom I have made unsolicited partials and submissions, crossing my fingers)--and I have given their content about as much credence as I do a fortune cookie. Pretty much invarioubly they express thank yous for taking the trouble to submit to them, compliments on the quality of the writing, sometimes that the concept is intriguing, but alas, that this project is not right for them. Then they assure me this is a thoroughly subjective decision and best of luck trying to land someone else to represent the work.

But recently I got one that added that the agent is "certain" another agency will feel "quite differently," so press on. This seems bordering on irresponsible if the same rejection letter is sent to everyone. This letter was on bond paper with letterhead, but otherwise appeared for all the world like a form letter. It wasn't signed. Which finally prompted me to ask the question posed in this post's title.

Did it name another agency specifically? If so, not a form.

Was it Writers House? I don't remember their letter, but I remember it came on very nice paper with letterhead.

No, but the agency is well established and has a good reputation. The name sounds like the name of a lovely dark red gemstone, and the principal teaches writing at NYU.

No means no means no.

A handwritten note that says something specific to your pages is the next level. All the other copied/form/ rejections letters are just that.
What the agent said is true, however, and not irresponsible. An agent has to love what they represent, not just feel it is written well.
One agent rejects what another accepts. That's just how it is.
I had many "NO"s, "Not for me"s and "almost"s before I found my agent who "loved it"
Keep on querying.
Good luck.

Hey, if it's any consolation, I didn't even get a reply when I sent them a query.

Confession:

I'm sometimes tempted to re-query Writers House, just for the paper.
