Again, it would depend on the context, but can/could implies ability, that is, a special quality assoicated with the speaker -- i.e. the speaker has the authority, and therefor the ability, and hence can -- to assure whatever.
It may follow a negative sentence; I can't guarantee you will earn 56% interest, but I can assure you that you will earn at least 7% . . . .
