A search of the Tribune website yielded nothing RE: Nelson Algren awards. Strange.
I am seeking a link to a source of the actual short stories by the winners from the past. When I lived in Chicago, they used to publish the them in a book supplement of the Sunday Trib.

They're published in the paper. You might try the library, see if they have issues of the paper on whatever-that-thing-is-that-has-back-issues-of-newspapers. 
I haven't had much luck finding them online, either. I've run across articles mentioning the winners and titles of their stories, but not the stories themselves.

Codger, Have you found the rules and dates for the 2008 contest anywhere? I have searched to no avail and wondered if there even is going to be a new contest!
The only guidelines I've found are for 2007. (Deadline began 11/01/2006 and ended 2/15/2007) Maybe they aren't going to have the awards this year.
