Is it okay to state to publishers(s) in the cover letter that you are submitting to more than one?

Only if it's stated in their submissions guidelines that they accept multiple submissions, if it doesn't query them first.

Some don't mine, others do and make a point to have it stated in their submissions.

Yes, check the submissions guidelines. My feeling is if a publisher doesn't specifically state, "no simultaneous submissions," then it's fine to do so. It's nice courtesy to tell a publisher that you have submitted elsewhere, though. I know I appreciate it.

One more thing, when submitting a proposal for a table book of photos, like photos of buildings or people, shouldn't copies of photos be included in the proposal to give publishers a sense of what the manuscript is about? If so, should photos be placed with the chapters or should text and photos be included seperately in the submission? Make sense?

Hi Pookiestoop,
I have had people submit to me both ways. I think as long as the presentation makes sense and you've followed the publisher's submission guidelines, you should be fine whichever way you choose.
