Do you think it possible for anyone to copyright jokes? There are hundreds of Joke Books out there, but jokes don't seem to have an originator. They come from the mysterious ether or someplace....
Jokes also morph in their telling.

I'm sure you could yeah. but how would you enforce it?

the government won't, since it's not breaking a federal or state law. It'll be up to you to drag every person who ever tells that joke and not give you money into civil court.
