header question

The submission guidelines call for 1 and a 1/2" margins around all four sides. Is the header supposed to be placed inside that 1 and 1/2" top margin or should it be placed underneath the top margin?

The header goes outside of those parameters. I usually put mine about 1/2" from the top edge of the page.

The header is outside the margin (between the edge of the paper and the margin).

I put them 1/2 inch from top of page and another inch down to text.

Does the header go inside of the top margin at the point marked as 1x or does it go below the margin at the point marked as 2x?

I use 1-inch margins all the way around. The header appears 1/2 inch down, with the usual 1-inch margin on its left. Text thus begins 1/2 inch below the header.

The word processing program inserts the header automatically; at least mine does.

Are you using Word? Just click View--Header and Footer--and then type in what you want there: Last name/title/insert page #. Align it to the right.

I'm not familiar with other word processors, but it seems reasonable that they're also set for auto-headers.

Word does have a default setting for the header at .5", but you can change it easily enough in Page Setup > Layout. One-half inch to the header would be fine however.

In your example, it would go at position "1x" (between the top edge of the paper, and before the start of the margin (outside the margin, in other words).
