I like to include a short introductory cover letter to accompany my stories. My typical format is this:

Date

Publication name and address

Submission title and word count

Dear Editor,

Please accept the enclosed story as a submission to the X section of your magazine.

A short bio.

I hope you find my submission suitable for publication. Thank you for your consideration.

Yours sincerely, me

Do you normally also include a blurb about the story, or do you let the story speak for itself?

I usually mention word count and the fact that the story is either unpublished or a reprint, but not a blurb or anything.

I've used this format successfully:

Tuesday, August 8, 2006

Dear Name:

Enclosed please find "Title of Story Right Here," an unpublished fiction piece running XXXX words, for your consideration.

My writing has appeared in local, regional, and national publications both in print and online, and I hope to have the opportunity to add the Journal Name Review to my list of credits. I look forward to your decision.

Sincerely,
Kristen King

I don't do a blurb unless the guidelines demand it - which is rare - and when I can, I don't do the bio either. The way I write letters, you'd think that words were rationed!
