Not unless the agent insists on an exclusive. If that happens, you'll at least need to mention that you can't (or won't) grant an exclusive read, and take your chances.

Yup. Agents expect you to send multiple submissions unless they specifically ask you not to. Don't worry about mentioning it in your query.
Ditto. It would be very unusual for an agent to request an exclusive on a partial, though I've heard of it happening. But in general, it's assumed you're trying multiple agents at once. Don't worry about it.
