How Long Before Submitting to Other Agent

There's one agency and they have a form you fill out, giving plot info, stuff about the novel, and they only reply to you if they are interested. I know you should not submit simaltaneously to agents in the same house, so here's my question. Since you can't just wait until you receive a rejection, how long should you wait without response before querying another agent in the house?

My advice would be to submit to another agency. Some say you can submit to a different agent in the the same agency (if it has a lot of agents), others say you shouldn't. I'm uncomfortable doing it, so I go elsewhere.

Also, if it's an online form, someone probably directs your query to the right agent for your book, so requerying through the online form might send it to the same agent
