Hi, I'm new here on this board. I have a question that might seem a little stupid to you. Anyway, the thing is I don't live in the US, and now am finishing a ms. (YA fantasy). I want to e-mail my query to an agent. Do you think I have to mention I'm not an american? Any ideas are appreciated. Thanks in advance.

Yes, I think you should mention it. Part of any query is a biographical line or two. The increased postage and phone bills may not deter someone from taking you on, but it would be a courtesy to let the prospective agent know about it ahead of time.

If your stuff is good, it won't matter where you live.
